BY-LAWS
OF CUB SCOUT PACK 248
Section I –
General
1. Purpose:
The
purpose of this policy is to establish operating policies for Pack 248 and supplement Boy Scouts of America (BSA) policies
to fit our local needs and situation. This policy is intended to be used with,
and not as a replacement for, the Cub Scouts Leaders Book.
2. General:
Pack
248 is governed by the principles set forth in the constitution and by-laws of the BSA and other official BSA publications. In extension of these principles, this pack policy has been approved by the Pack Committee. It will govern the activities of Cub Scout Pack 248.
3. Pack Organization and Sponsorship:
A.
Pack 248 is currently facilitating the needs of 1st
grade boys with a Tiger Den, 2nd grade boys with a Wolf Den, 3rd grade boys with a Bear Den, and 4th
and 5th grade boys with a Webelos Den. The number of dens is contingent
on the number of boys in each group.
B.
Leadership and management of the Pack is provided by a committee
of adult volunteers who serve in the following listed positions when available:

C. Pack Relationships
1)
Pack-Charter Organization:
Killeen / Harker Heights Rotary Club is the organization that is chartered by the BSA to operate Pack 248. The Rotary Club provides adult leadership when possible, a meeting place, and logistical support. They should appoint a Chartering Organization Representative (COR) to serve as the
liaison between the Rotary Club and the Pack. Our responsibility to them includes
being responsible for the sound operation of the Pack, keeping the committee informed of the accomplishments of the Pack by
an annual report and regular reports on Pack activities, inviting members of the Club to participate in Pack activities, keeping
the COR informed of the needs of the Pack, and seeing that the appropriate recognition is received for the operation of the
Pack.
2)
Pack / Community / Club Relationship: The Club, through volunteers, provides logistic support to Pack 248.
This support includes, but is not limited to, use of school facilities??? In
return for school / community support, we have the responsibility to the community to insure that membership in Pack 248 is
limited to eligible boys, renew permission to operate annually and cooperate with community support organizations to form
a network of healthy, active family-oriented activities.
3)
Pack / District: As
a member of the Leon Valley District, the district assists with the annual renewal process; provides training for Den and
Pack Leaders, including the monthly Round Table Meeting; maintain records of training and provides information and assistance
on membership and recruiting programs; and provides a unit commissioner to assist the Pack.
In turn, we support the District by striving to reach membership goals through an effective and aggressive recruiting
program; participating in district events and activities; providing a year-round quality program for Cub Scout families; and
taking part in training courses and round table meetings.
4)
Pack / Council: As
a member of the Longhorn Council, the council assists the Pack by providing a district scout executive; making available council
facilities and camps; making available program material and literature, planning tools, and other program aides; providing,
through the council service center, all required badges and insignia which may be purchased by the Pack; raising funds for
the operation of the council’s Scouting program; publishing council bulletins, newsletters, and other forms of communication;
keeping a record of training; working with the Club to offer scouting to the greatest number of youth and families; providing
council training opportunities for Cub Scout Leaders; providing large council activities to help stimulate the Pack program;
providing recognition and awards for leaders; and by being a district link between Packs and the National Office.
4. Goals of Pack 248:
Follow Scouting Rules & Regulations and to provide the
best facilities for the boys to hold meetings.
5. Recruitment, Selection, Training/Dismissal of Committee Members & Scout Leaders
A.
Recruitment of qualified and motivated committee members and
scout leaders is an important responsibility of each committee member and scout leader.
B.
The COR is appointed by the Charter Organization.
C.
The Committee Chairperson is selected by the Pack Committee
and approved by the COR.
D.
The Cubmaster is selected by the Pack Committee. The Cubmaster and Assistant Cubmaster may serve on the Pack Committee if situations warrant.
E.
Appointments to all other Pack Committee and leadership positions
are nominated by the Pack Committee Chairperson and approved by the Pack.
F.
All Pack 248 leaders should announce their resignation intentions
as much in advance as possible to allow early identification and training of a replacement leader.
G.
Every effort will be made to keep two-deep leadership in all
den leadership positions.
H.
The Pack Committee reserves the right to dismiss volunteers
who are not fulfilling the ideals and purposes of the Cub Scout program as identified in the Cub Scout Leaders Book and local
policies.
I.
The Committee Chairperson and scout leaders are required to
attend, as a minimum, Cub Scout Leader Basic Training and the “Fast Start” training module. Other Committee members and assistant scout leaders are encouraged to attend training. Trained leadership is the key to presenting a total, quality scouting program and is a requirement for
earning the Quality Unit Award.
6. Parent Involvement:
Cub Scouting is a FAMILY PROGRAM, dependent upon the active involvement of
the Cub Scouts’ parent(s) to “MAKE THE PACK GO”. Parents are expected to:
A.
Encourage and assist their son’s achievements and elective
work.
B.
Attend and participate in the monthly Pack meetings.
C.
Fill out the parent talent survey form, offering assistance
with Den and Pack activities as necessary.
D.
Serve on Pack short-term committees, such as the Blue and
Gold Banquet, Space / Pinewood Derby, Rain Gutter Regatta, Pack Olympics and other Pack activities. These committees provide essential assistance and support to the Pack in providing a first-rate program
for the Scouts.
E.
Parents are expected to accompany their sons on Webelos parent
and son overnight and day activities, or to arrange for a responsible adult (21 years of age or older) to take the parent’s
place.
F.
Serve on Pack Committee or in Pack leadership positions, as
spaces require filling.
Section II –
Committee Operations
7. Committee Operating Policies:
The purpose of the Pack Committee is to provide administrative,
financial, and management support to the operation of the Pack and the Scouting program developed by the Committee and the
Scout leaders.
A. Pack Committee
Meetings
1.
A monthly committee meeting will be held each month. These meetings will address short and long term planning. The Committee members and Scout leaders are encouraged to attend this meeting.
2.
A quorum will exist when three Pack Committee members and
the Chairperson or Cubmaster are present.
3.
All decisions will be recorded in the minutes of the meeting.
4.
All minutes will be approved by the Committee at the next
regular meeting.
5.
Cubmaster and Assistant Cubmaster are not voting members. Committee Chairperson may only vote in the case of a tie.
8. Pack Finances and Financial Management:
A. Pack 248 is a non-profit organization. All
funds are earned, donated to, or
generated by the Pack
will be used in the operation of the Pack to reach
its goals.
B. By September 1 of each scout year, there is to be no more than $ 1,500 left in
the Pack 248 checking account from the prior year.
C. The Pack Committee is responsible for all Pack finances, financial
management, and budget administration ensuring that funds are available
to carry out the Pack
program. Withdrawal of funds is limited to the
Treasurer, Secretary
and the Committee Chairperson.
D.
Dues are set at $ 70 for the entire year. Dues are payable as follows--$ 35.00 due at the time of registration and no later than two weeks before
charter expires on the 30th day of September each year. Then the last
payment is due in December but no later than the third Monday in January. If
dues are not paid as stipulated in the by-laws the scout is not eligible for the awards due to him, until his dues are brought
current.
E.
All dues collected will be turned over to the Treasurer. One half of all dues collected will be available to the Den leaders for the operation
costs of their dens.
F.
The Treasurer is authorized to maintain a petty cash fund
not to exceed $50.00 to meet incidental operating expenses of the Pack. All petty
cash transactions will be supported by a receipt. Petty cash transactions will
be recorded. The Treasurer is authorized to replenish the petty cash fund monthly
in the amount required to return it to the authorized balance, upon approval of the Committee.
G.
The Treasurer is responsible for prompt payment of all Pack
bills and debts. Expenditures of funds must be approved by the Committee Chairperson. Invoices offering a percentage discount for prompt payment will be paid within the
time limit to take advantage of the discount.
H.
The Treasurer is responsible for preparing a financial report
for presentation at the monthly Committee meeting. A copy of this report will
be placed in the Pack records and will become a permanent part of them. The Secretary
will also include a copy of this report in the minutes of the Committee meeting.
I.
Pack financial records will be maintained under an accounting
system that will allow easy auditing, and will provide a clear audit trail of all receipts, disbursements, and monies retained.
9. Program Planning:
A.
The Pack program will be planned for a 12-month period, August
through July, and will be planned to support the monthly themes suggested by the BSA.
When practical, the Webelos activity badge and program will coincide with the Cub Scout program. The annual program will be planned to make full use of local assets and activities.
B.
When programs are confirmed, the Pack budget can be prepared
to support the planned program. From this, the Committee can determine what outside
funding sources to seek to make up any projected funding shortfall. Budget shortcomings
should be made up through outside agency grants and Pack money-making activities rather than reducing programs to come within
budget constraints.
10. Membership and Registration:
Membership and registration will be done by the Rules and
Regulations of BSA.
11. Awards and Recognition:
A.
Advancement awards earned by Scouts will be purchased by the
Pack. Awards will be presented at the earliest Pack meeting after completion
of the badge / arrow requirements.
B.
To qualify for the National Summertime Award, the Scout must
attend each of the three summer Pack activities.
12. Outings and Activities:
A.
Written permission slips will be secured from parents prior
to any boy’s participation in an outing.
B.
Tour permits for all outings will be submitted to the council
via the Pack committee a minimum of two weeks prior to the outing only for outings outside of the council area.
13. Pack Meeting:
A.
The purpose of the Pack meeting is to get the entire Pack
families together to recognize those Scouts who have earned awards, badges, and other recognition; to recognize the dens that
have done outstanding jobs; and to have good clean fun in the Spirit of Scouting. To
achieve this, the Pack meeting should be planned to allow maximum Scout participation and activities, such as songs, skits,
and games that allow Scouts, their leaders and their parents to participate together.
B.
Pack meetings are normally held the last Monday of the month
at 6:30p.m. in Timber Ridge Elementary cafeteria. Any change to this normal schedule
will be publicized well in advance of the meeting date.
C.
Den Leaders are expected to attend Pack meetings with their
den. The two-deep leader rule will always be in place.
D.
Dens will be assigned specific roles or tasks for each Pack
meeting. These tasks will be assigned by the Cubmaster on a revolving basis.
14. Den Meetings:
A.
Den Leaders should conduct weekly den meetings.
B.
All den meetings are to be held at a location specified by
the Pack Committee on the same evening of the week. Pack 248 meets in the Timber
Ridge Elementary Cafeteria on every Monday that KISD schools are in session. The
Charter Organization should provide space for storage and meetings when requested if possible.
C.
Den Leaders may conduct the required den activities at other
times and locations, only after first speaking with the Committee Chairperson and/or the Cubmaster about the required activities.
(Ex. “Go See It” required Tiger Den activities.)
15. Uniforming the Pack:
A.
Committee Members: Uniform
is optional. When worn, uniform should follow BSA uniform standards.
B.
Scout Leaders: Uniform
is required. The uniform entails the BSA regulation tan shirt with the proper
badges and the rest of the uniform is to be presentable.
C.
The boys are also required to wear the BSA regulation shirt
of their age group and presentable clothing.
16. Wearing of the Scout Uniform:
Leaders and Scouts should wear their Scout uniforms on the
following occasions:
A.
Den meetings
B.
Pack meetings
C.
Any approved Den, Pack, District, or Council event
D.
Wearing of the uniform to school is suggested on the day of
the den meetings, at Scout Night (annual fall round-up), and during Scout Week in February.
E.
Uniform inspections should be conducted in each den at least
quarterly by their Den Leader. The Cubmaster will arrange for uniform inspection
in the Pack at least once annually during the charter renewal process.
17. Review of Pack Policy:
The By-laws will be reviewed each time the charter is renewed. An announced meeting open to all Pack adults will be conducted for any changes to
this Pack By-laws. Approved changes made during the year and prior to annual
review will be issued as supplements, and will reflect the additional, deletion, or revision appended to the Pack By-laws
as voted on by the Pack Committee.
